The son of Charles Weaver Horne and Celina Marie Ronquille, he was one of 6 brothers and 2 sisters. Frank was a resident of Ouachita Parish his entire life, and was preceded in death by his parents, all of his siblings and his son, Charles Earl Horne.

Frank’s formal schooling stopped when he completed the 9th grade. His older brother, Robert had been killed in action on the 22nd of April, 1945 near Lorraine, France. Frank had to get his parents to sign for him to enter the US Navy in 1945. He served his country for 7 years, 11 months, 26 days as Decant and Boatswain’s Mate. His last service was on the USS Correy DD817 Destroyer. He received the Good Conduct Medal and an honorable discharge in August, 1953. He returned home and began working at Brown Paper Mill and its subsidiaries, now known as Graphic Packaging. In 1954, he met and married Theta Richardson, and was a devoted father and provider for his family which grew to include two daughters and one son, Frankie, Charles and Kay. Frank retired in 1987 as a refining room operator after 33 years of service at the paper mill. After retirement he stayed active, becoming the Bible Study Teacher at the West Ouachita Senior Center on nearing the age of 80 he passed the position he held a special passion for to Rev. Nelson Matecki. He enjoyed ceramics, woodworking and his pool.

Frank was baptized around the age of 30 at Trinity Baptist Church in West Monroe. He actively attended as his shift work schedule at the mill would allow him and his family to attend. Frank and Theta also attended Riverview, Central, Calvary, West Heights, and Landmark. He held positions of leadership and teaching at several of these churches. Frank sought Godly wisdom evidenced by his well-marked tattered bibles and vast library of Christian study materials.
